The United Nations Development Programme mandated Econoler to structure a pilot phase for a Santé Soleil project in Chad. The project was aimed at electrifying 150 rural centres with solar photovoltaic systems, for a total of USD 3 million. The level of electricity access in Chad is low; approximately 2.2% of households in the capital and 1% in rural areas have access to electricity. However, health services cannot operate properly without a stable and reliable source of energy. In its efforts to contribute to both meeting the challenges of electricity access and ensuring quality health care services, the UNDP in Chad initiated the Santé Soleil project. The project is aimed at meeting the energy needs of all health centres and the pharmaceutical distribution chain through solar energy. For the Santé Soleil pilot phase, the UNDP mandated Econoler to prepare a project concept note.

Under this mandate, Econoler carried out the following tasks:

  • Developed a concept note
  • Established a work flow plan
  • Prepared a monitoring and evaluation plan by:
  • Developing a set of social, environmental and economic indicators.

The concept note prepared by Econoler was verified by the UNDP and officials from the Ministry of Health of Chad and served as a guide to electrify rural health centres in Chad.
